Shelley Moore Capito (R., W.Va.), Mike Crapo (R., Idaho), John Barrasso (R., Wyo.), Cory Booker (D., N.J.), and Sheldon Whitehouse (D., R.I.). Barrasso was the original sponsor of the bill, while Whitehouse, Crapo, and Booker were original cosponsors.
